Every young person who comes to Noor has already been let down by something. Keeping them safe is not one part of what we do — it is the condition everything else depends on. A young person who does not feel safe does not settle, does not engage, and does not build the independence a placement is meant to deliver.
Safety is the Foundation
Young people aged 16 and over sit in a difficult gap: old enough to be given independence, young enough to be seriously harmed by it.

Our answer is presence — staff who know each young person well enough to notice when something changes, and who act the same day rather than at the next review.

Behind them sit safer recruitment, enhanced DBS checks, a named Designated Safeguarding Lead and annual safeguarding training for every member of staff.
OFSTED Registration
Our 16–18 provision is Ofsted-registered and inspected against the national standards for supported accommodation.

Registration is not a badge — it is an independent check on leadership, staff suitability, the protection of young people and how well they are helped to progress.

Our records, policies and incident reporting are maintained continuously, so they stand up whenever an inspector, a social worker or a commissioner asks to see them.
Working with Local Authorities
Safeguarding only works when it is shared.

We work as part of the network around each young person and communicate on the front foot — notifying placing authorities promptly, following missing protocols, and making contact when a concern is forming rather than once it has become an incident.

We also say no when a referral is not one we can safely hold, because a placement that breaks down costs the young person more than a declined referral ever will.
