How Noor was Born
Noor Homes began in 2020 with a single house and one idea: that a property becomes a home the moment someone notices you have come in.
Aicha Laroussi had spent years watching what happens when that moment is missing. Children moved between placements. Files that travelled further than relationships did. Young people described in the language of risk and need rather than by who they actually were.
She opened the first house because she believed a child in care should get what any of us would want for our own — somewhere warm, someone who knows them, and the chance to stop bracing for the next move.
Noor means light. She chose it deliberately.
That first house set the standard every Noor home is held to now. The kettle goes on. Staff know which children struggle at bedtime, which ones go quiet when they are frightened, which ones need to be told — in their own language, in a way they believe — that they are allowed to stay.
None of that happens by accident. It is a support system, and a support system has to be designed, staffed, trained for and paid for. It does not come as standard.

Aicha Laroussi
Aicha Laroussi spent her career as a planning lawyer. She knew houses inside out — use classes, licensing, change of use, the fine print that decides what a building is legally allowed to become. What she came to understand is that none of it means anything on its own. A property is just a shell. What matters is who is inside it, and whether anyone in there is looking after them. That realisation turned into a question she couldn’t put down: what happens to the children who end up in these houses? Young people who have lost parents, homes, sometimes countries — placed somewhere that ticks every box on paper and still leaves them with a bed, a key, and nobody who knows their name. Safe on the file. Entirely alone in the room. Aicha wanted to change that. Not just to provide houses, but to change what happens inside them — to prove that with the right support system around a young person, a house becomes a home.
